Pie divided for departments' costs

President's cabinet makes budget proposal to the board of trustees yearly

Franklin College’s different academic departments rely on the college president’s cabinet to divvy up the money and give them a fair share.

Bryan Spetter, vice president for finance, said that part of the department budgets are funded through the endowment. Since the endowment is down, department budgets could be down as well. Spetter said that he doesn’t yet know where cuts would be made.

“We won’t have to have a final decision on what departmental expenditures will be budgeted for until October,” Spetter said.

Franklin’s board of trustees will decide Franklin’s overall budget, including an amount for all departments’ budgets combined, but “they don’t get into details,” said Spetter.

Specific department budgets are chosen by Franklin College President Jay Moseley’s cabinet. Members include Spetter; Lisa Fears, vice president for planning, plant and technology; Alan Hill, vice president for enrollment and marketing; Bart Meyer, vice president for Institutional Advancement; Ellis Hall, dean of students; Kerry Prather, director of athletics; and David Brailow, vice president of Academic Affairs.

The group assesses expenditures from the previous year to determine whether each budget was correct.

“It’s really a conversation that goes on for about the course of a month among the cabinet,” Spetter said.

Budgets vary depending on departmental needs, Spetter said. He listed departments like biology, chemistry, journalism, athletics and the library as more expensive because of the equipment and materials needed.

Departments like English, philosophy, psychology, sociology and foreign language are likely to have lower budgets because they don’t need as many supplies, Spetter said.
